The South-Eastern District of the capital is a large industrial area. It accommodates such industrial giants as the “Moskvich” automotive plant, the Tyre Factory, the Oil Refinery, the “Serp i Molot” steel-making plant, the “Moscow Bearing” plant, the “Kristall” distillery and the Southern River Port. The district’s great industrial and techno-scientific capabilities furnish a solid base for development of entrepreneurship. The District Administration devotes special attention to development of the system of credit and financial support for small businesses, development of the infrastructure in support of small businesses, creation of a favourable information media and elaboration and implementation of non-traditional investment schemes. The District Prefecture pursues a steady policy towards improvement of the ecological situation. A Comprehensive Ecological Programme for the District has been drawn up and endorsed. It provides for implementation of a set of measures for reorganization of production sites and maintenance of sanitary protection zones. The Park of Moscow’s 850th Anniversary has been laid out in the former Lyublino fields; much work has been done preparatory to creation of a park zone in the Maryinsky Park micro-district (i.e. neighbourhood), and the banks of the Moskva river are being consolidated. The Prefecture pursues an active investment policy. A system of tenders for the leasing of uninhabited rooms and premises, and spreads of waste land, and the sale of projects and facilities not yet completed have been organized. The funds thus gained are to be invested in the District socio-economic projects. An essentially new scheme for maintenance of the housing stock and the city’s main roads and highways is being implemented in the District. The directorates of a single customer are financed directly from the city budget bypassing the Directorate of the Municipal Economy which permits using the finances obtained more flexibly and effectively. This practice has been highly assessed by the Mayor. The territory of the South-Eastern Administrative District is reminiscent of a vast building site. Of all housing commissioned in Moscow in 1998 26 per cent fall to the share of the South-Eastern District. Two large residential areas are Zhulebino and Maryinsky Park. Five-storey houses, subject to modernization and restructuring, make up over a third of the District’s housing stock. The “starting” housing stock with a total area of 93.4 thousand sq.m. has been raised exclusively on the finances of investors. The Krestyanskaya Zastava — Volzhskaya Metro line spanning over 18 kilometres has been put into operation.
Vladimir Zotov a member of the Moscow Government, the Prefect of the South-Eastern Administrative District, Cand. Sc. (Engineering), D.Sc. (Economics), Professor.
He was born in Krasnodar Territory in 1946. A graduate of the automobile-road specialized secondary school and the Novocherkassk Polytechnic. He was a worker initially and later filled senior positions in various organizations in Rostov-on-Don for 15 years; worked within the "Mosgortrans" (Moscow transport) for seven years; in 1990 he worked for Moscow’s representative and executive branches of state authority, as Chairman of the Leningradsky District Council and the Executive Committee. Was appointed the Prefect of the South-Eastern Administrative District in 1991. Awarded the Order of "Znak Pochyota" (Badge of Honour). A Merited Transport Worker of the Russian Federation. Has written and published over 80 research works. Married, has a son.
